Florida Diagnostic & Learning Resources (FDLRS)

The Florida Diagnostic & Learning Resources (FDLRS) Project provides a variety of instructional and technical support activities addressing high quality instruction and student achievement in students with disabilities to Exceptional Student Education & Support Services programs and families. The central functions of FDLRS include Child Find, Human Resource Development (HRD), Parent Services, and Technology.


  • Based on established priorities and locally assessed needs, provides information, professional learning activities, technical assistance/consultation and resources related to effective research-based/validated instructional strategies and models.
  • Coordinates Professional Development Alternative (PDA) online modules and Elementary K-6 & Middle Grades 5-9 Online Content Review Modules.
  • Provides information, training, and support to schools and families in order to promote effective parent engagement.
  • Assists in the development of family-friendly programs and partnerships between schools and parents to support student achievement.
  • Promote general public awareness of child find services available for young children who have or are at risk of developing disabilities.
  • Provides service coordination for diagnostic screening, placement, training, and support through child find.
  • Provides assistance and support in the appropriate use of a variety of technologies for students, teachers, support staff, and parents.
  • Provides support in the areas of assistive technology (AT), instructional technology (IT), Universal Design for Learning (UDL), Accessible Instructional materials (AIM) and Virtual/online instruction.
